Basic Information on the Document

The Measures for the Administration of the National Medical Reserve (2021 Revision) were jointly issued by six departments — the Ministry of Industry and Information Technology, the Office of the National Leading Group for Counter-Terrorism Work, the National Development and Reform Commission, the Ministry of Finance, the National Health Commission, and the National Medical Products Administration — under Gong Xin Bu Lian Xiao Fei [2021] No. 195 on November 17, 2021, and took effect on January 1, 2022.

Architecture of the Reserve System

The national medical reserve includes two categories: government reserves and enterprise reserves. Government reserves consist of two levels — central and local (provinces, autonomous regions, and municipalities directly under the Central Government) — and implement a tiered responsibility management system. The central medical reserve mainly stocks medical products for responding to especially major and major public emergencies, security assurance for major events, and products at higher risk of supply shortage; local medical reserves mainly stock medical products for responding to relatively major and ordinary public emergencies and supply shortages within their respective jurisdictions.

Reserve Modes

The national medical reserve is based on physical reserves, supplemented by agreement reserves and production-capacity reserves, forming a system in which government reserves are primary and social reserves are supplementary. Central medical reserve units are in principle determined through government procurement, and physical reserves are in principle to be procured within two months after the reserve task is assigned.

Significance of Reserving Medical Devices and Medical Consumables

Medical protective products, dressings, first-aid low-value consumables, and the like are included within the scope of the national and local medical reserve catalogues. Relevant manufacturing and distribution enterprises may, as reserve units, participate in agreement reserves or production-capacity reserves, and undertake the obligation of rapid supply when a public emergency occurs.
